The Maritime Safety Administration of the People's Republic of China (China MSA) is a governmental organ in charge of the supervision of the safety in waterway, of the prevention of pollution by ships on sea, of the navigation safety and, of the inspection of on-board munitions of ships as well as related installations on sea. Furthermore, China MSA takes positively part in the related activities organized by the International Hydrographic Oganization (IHO) and in the regional cooperation and fulfils its international obligations.

In accordance with the national laws and regulations, China MSA manages the hydrographic affairs such as the hydrographic surveying and mapping in Chinese ports and waterways, organising the edition and printing of the publications related to the maritime navigation. The hydrographic surveying and mapping are primary and basic factor for the navigation safety and the development of the water transport and, constitute an important part of the maritime administration. By carrying out the hydrographic surveying and mapping and editing different navigation publications, the Administration provides with various kinds of the geographical and marine informations closely related to the navigation ranging from the coastal topography, the seabed landform, the hydrological meteorology, the aids to navigation and the location of the obstructions to navigation. All this videly serves the marine transportation, the construction of ports, the safety administration, etc. and constitutes the essential support and guarantee for the water transportation industry. China MSA includes three branches in Tianjin, Shanghai and Guangdong, in charge of the hydrographic survey as well as the safety administration respectively in the sea area of the North China, in the East China Sea and in the South China Sea. For printing and circulating of the navigation publications including books, maps and reference materials which are edited by China MSA, a publishing house has been set up in Shanghai together with its distribution stations over the major coastal ports in China.
